A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting in person on Monday 23 February to Monday 2 March 2026, has found an allegation of ‘unacceptable professional conduct’ proved against school teacher, Phillip Deacon.
The Fitness to Practise Committee found the following allegations proven, that whilst employed as a school teacher at Lliswerry High School, Mr Deacon:
- on 5 July 2022, in relation to Unit 1 (Exploring Business) of the BTEC Level 3 Nationals in Business, provided learner grades to Colleague A to submit to the exam board, Pearson, when not all learner work had been completed and was at the standard to justify the marks awarded
- between 5 July 2022 and January 2023, in relation to Unit 1 (Exploring Business) of the BTEC Level 3 Nationals in Business, after learner grades had been submitted to the exam board but before moderation:
- gave learners feedback on their work
- allowed learners to amend and improve their work
Having made these findings, the Committee determined that Mr Deacon’s conduct was dishonest and lacked integrity.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Deacon from the Register of Education Practitioners in the category of school teacher. It also decided Mr Deacon may not make an application for restoration to the Register of Education Practitioners before a period of two years has elapsed. Should Mr Deacon not make a successful application for eligibility for restoration to the Register after 2 March 2028, he will remain prohibited indefinitely.
Mr Deacon has the right of appeal to the High Court within 28 days.
