Outcomes of fitness to practise committee hearings

Should a Fitness to Practise Committee impose a disciplinary order upon the registration of an education practitioner, a notice will appear here. The notice will remain for a period of 6 months from the day it is published.

The Education Workforce Council, as constituted under the Education (Wales) Act 2014, hereby gives notice that in accordance with its Disciplinary Procedures and Rules 2016 , Rule 28, a disciplinary order has been imposed on the registration of the following:

The registered person:

1. tied Pupil A, a six year old child with additional learning needs, to a chair with the sleeves of a jumper or jacket.

2. The registered person’s conduct as described at paragraph 1 was in breach of:

(a) Pupil A's Supportive Behaviour and Positive Handling Plan;
(b) Team Teach principles;
(c) The School's Positive Behaviour Policy;
(d) The School's Child Protection Policy;
(e) The School's Restrictive Physical Intervention Policy.

(ii) sexual nature;

(c) requested she delete messages between him and her.

2. In relation to Pupil B:

(a) gave her a gift;

(b) engaged in electronic communication with her of an inappropriate nature;

3. In relation to Pupil C:

(a) gave her a gift or gifts;

(b) engaged in electronic communication with her of an:

(i) inappropriate nature; and/or
(ii) sexual nature; (c) said to her words, or words to the effect of “I haven't been laid in 6 years”;

4. The registered person’s conduct at paragraphs 1(a) and 1(b) and 1(c) and 3(a) and 3(b) and 3(c) was sexually motivated;

5. The registered person’s conduct at paragraph 1(c) was dishonest.
